How Salary Tax Works in Pakistan: Understand Your Payslip

Understand progressive salary tax, monthly deductions and filing records. A conceptual guide with a hypothetical calculation and official FBR resources—not a current tax-rate table.

Correction — September 17, 2026: This article previously used a title suggesting it supplied current salary-tax slabs. It does not. The title and examples now make its educational scope explicit. A government portal link previously labelled as an affiliate recommendation has been moved into the official resources below; it is not a commission-earning link.

What This Guide Covers

This guide explains how to read salary deductions and how progressive taxation works. It is not a tax-year-specific rate table, a return-filing service, or personalised tax advice. Before calculating an actual liability, check the applicable enacted law and your circumstances with FBR or a qualified tax professional.

Use the [official FBR website](https://www.fbr.gov.pk/) and its Acts, Ordinance and Rules section to locate the applicable legislation. A proposed Finance Bill is not the same as an enacted Finance Act. Confirm the relevant tax year and effective dates rather than relying on a year in a search-result title.

How Progressive Tax Works

A progressive schedule applies different rates to different portions of taxable income. Crossing an ordinary slab boundary does not mean the highest marginal rate suddenly applies to every rupee of salary.

Actual liability can also involve exemptions, credits, surcharges and other provisions. The slab calculation alone is not a guarantee about the change in your final take-home pay.

A Worked Example — Invented Rates, Not Pakistan's Current Slabs

To demonstrate the arithmetic only, suppose a fictional schedule exempts the first Rs. 600,000, taxes the next Rs. 600,000 at 5%, and taxes the amount above Rs. 1,200,000 at 10%. These numbers are invented for teaching and must not be used for a Pakistani tax return or payroll calculation.

For fictional annual taxable income of Rs. 1,500,000:

  • •First Rs. 600,000: Rs. 0 tax.
  • •Next Rs. 600,000 × 5%: Rs. 30,000 tax.
  • •Remaining Rs. 300,000 × 10%: Rs. 30,000 tax.
  • •Total illustrative annual tax: Rs. 60,000.
  • •Illustrative monthly average: Rs. 60,000 ÷ 12 = Rs. 5,000.

The highest marginal rate in this example is 10%, while the effective rate is Rs. 60,000 ÷ Rs. 1,500,000 = 4%. The calculation excludes surcharges, credits and all other deductions.

Read Your Salary Slip

Start with these separate figures:

  • •Gross salary: salary before deductions. Its taxable treatment depends on the components and applicable law.
  • •Tax deducted: the income-tax amount withheld by payroll.
  • •Provident fund contribution: a separate deduction if your employment arrangement includes it; it is not simply another label for income tax.
  • •Other deductions: EOBI, loan repayments or other applicable deductions should be identified separately.
  • •Net salary: the amount that reaches your bank account.

For household budgeting, use net salary. For tax reconciliation, preserve the gross-pay breakdown and deduction records rather than recording only the bank credit.

Ask Payroll for a Reconciliation

If the deduction seems unexpected, request the tax year used, estimated annual taxable income, applicable schedule, any surcharge or credit, tax already withheld and the amount allocated to remaining pay periods.

For example, a mid-year pay increase or taxable bonus can change the annual estimate. Dividing one month's gross salary by a headline tax percentage will not necessarily reproduce payroll's calculation.

If you changed employers, retain each employer's salary and withholding certificate. Check that the combined income and deductions are taken into account where required. Do not assume each employer knows the complete position at your other job.

Withholding, Filing and ATL Status Are Different

Tax withheld by an employer does not by itself establish that your return-filing obligations have been met. Whether you must file, which forms apply and how to obtain or maintain Active Taxpayer List status depend on the applicable rules and your circumstances.

Use the [official FBR IRIS portal](https://iris.fbr.gov.pk/) for filing and the verification services linked from FBR for status checks. These are government resources, not affiliate links. Use your own account and do not share your password or one-time codes with an unsolicited adviser.

Filer, late-filer and non-filer treatments can differ by transaction. Do not apply a general claim about lower withholding to every bank payment, vehicle purchase or property transaction without checking the specific rule.

Records to Keep Before Filing

Collect salary statements, employer tax certificates, bank certificates, relevant asset and liability records, and evidence supporting any credit, deduction or refund claim. Requirements differ by taxpayer; this is a preparation checklist rather than a complete statutory list.

A withholding amount is not automatically refundable or adjustable against salary tax. Its treatment depends on the income and applicable provision. Ask a qualified professional to identify which amounts can actually be claimed.

Similarly, do not restructure salary or contribute to a product solely on a claim that it eliminates tax. Confirm eligibility, limits and current legal treatment first.

A Practical Monthly Routine

  1. 1.Save the payslip and compare the net amount with the bank credit.
  2. 2.Keep income tax separate from pension contributions and other deductions in your records.
  3. 3.Ask payroll about unexplained changes while the records are easy to retrieve.
  4. 4.Keep a year-to-date total of income and tax withheld, including earlier employers.
  5. 5.Check filing requirements and deadlines on FBR rather than assuming a previous year's deadline still applies.

Official Resources and Scope

  • •[FBR IRIS](https://iris.fbr.gov.pk/): the official online tax portal.
